Beware of Local Check Scams
Homeowners in River Oaks Plantation were recently victimized by scam artists asking for donations in check form for a local church. The latest e-Bulletin alert sent to JCP residents detailed the operation and described what you can do to prevent becoming a victim of such a crime. If you did not receive this e-Bulletin, you can read it by logging in to the members area of this website and clicking on the Members Corner menu. From the drop-down menu, select e-Bulletins and click on the Safety Committee Reports and Tips link. Be sure you don’t miss important e-Bulletins in the future. Read about requesting a JCP POA login account and signing up for e-Bulletins in the Frequently Asked Questions page.

New BoD Member
Keith Jones is stepping down from his position as Director on the POA Board. Del Dosch, who was the fifth highest vote-getter in the recent BoD elections was confirmed at the July BoD meeting to be his replacement. Del has had previous Director experience and will continue his service on the Grounds Committee. BoD and committee meetings are shown on the POA Business Calendar. Login to our members-only area for more committee information. Contact MAY Management at 880-8796 or email them if you are interested in serving on a committee.

A Better Website

A Six-Second Garage Break-in.
An open garage door is an invitation to steal. But even a closed garage door can be quickly thwarted using simple household items. Sheriff David Shoar’s “Crime Patrol” tip in the June 28th Historic City News features a You-Tube video describing the break-in technique and offers advice on how to easily protect yourself from a “Six Second Garage Break-in.”

Changes to County Security Alarm Laws.
In the past, if you purchased a home or business security alarm system, you were required to register it with the St. Johns County Sheriff’s Office (SJSO). A new law passed in April, Ordinance 2010-15, now imposes penalties for failure to register. To avoid them you must register by September 30. Further, it requires all alarm system owners to re-register annually, to display their current alarm permit in a prominent place onsite, and to maintain their system in working condition. If an alarm system is transferred to a new owner, that owner should re-register within 10 days of transfer and annually thereafter. The ordinance provides for registration fees, discounts for owners with no false alarms, and fines for non-compliance. It also imposes a schedule of fines and penalties for multiple false alarms during a year. Better management of our security systems means better use of our law enforcement officers’ time.
Award for County Small Business Assistance Program.
How the Process Works: Between now and the spring of 2011, the Sheriff’s Office will be sending notices to addresses with previously-registered alarms. When you get your letter, fill out the paperwork and return it with your registration fee, or notify them if you no longer have a security alarm. Re-register your alarm on this date every year. If you need to register your alarm system, the Sheriff’s Office recommends that you register the alarm yourself; don’t rely on your security company to take care of this important task. Go to the SJSO Alarm Registration web page for a copy of the form, or call the SJSO at 209-3120 to have the form mailed to you. Recycling Program Expands April 22
The new recycle list includes: plastic bottles and jugs labeled #1 through #7; empty pill bottles; water bottles; green, brown and clear glass bottles; metal and aluminum cans; cereal boxes (with the inserts discarded); newspapers and inserts; junk mail; magazines; catalogs; telephone books; brown paper bags; corrugated cardboard (cut into 2x3 sheets); office and copy paper; shredded paper in a closed paper bag; file folders; file or packing boxes; and brown or gray fiber packages.
Do NOT recycle the following: plastic bags, milk cartons, juice boxes, motor oil containers, pool chemical bottles, pesticide or fertilizer bottles, and loose shredded paper. See the County Residential Garbage Brochure (PDF) for more information.

CODE RED
The St. Johns County Sheriff’s Office CODE RED system is designed to contact residents and businesses in the event of public emergencies specific to their locale. If you have moved recently, have an unlisted phone number, or use your cell phone as your primary telephone, you should update or register your contact information in the CODE RED database. Businesses in the county are encouraged to do the same. See the County Sheriff’s CODE RED web page for more information.
County Watering Restrictions
The St. Johns River Water Management District has watering restrictions in effect. The restrictions schedule coincides with the changes to Daylight Saving Time and Eastern Standard Time. The following St. Johns County watering schedule is in effect for residential areas until further notice:
Even-Numbered Addresses:
- Daylight Saving Time: Thursday and Sunday
- Eastern Standard Time: Sunday only
Odd-Numbered and Unnumbered Addresses:
- Daylight Saving Time: Wednesday and Saturday
- Eastern Standard Time: Saturday only
At this time, there are no penalties for non-compliance. See http://sjr.state.fl.us/wateringrestrictions for watering schedules for non-residential properties and other details.
- Water only when needed and not between 10 AM and 4 PM
- Water for no more than one hour per zone.
- Restrictions apply to private wells and pumps, ground or surface water and water from public and private utilities.
- Some exceptions apply. Residents of other counties may have other watering restrictions in effect.

Other News
Utility Work on Racetrack Rd.
JEA is installing a new electric substation at 4513 Race Track Road, just east of St. Johns Parkway. The Bartram Electric Substation is scheduled for completion in December of 2010. It should improve electric system reliability in our fast-growing portion of the County. During construction you will experience periodic traffic delays. Preparation has been ongoing since April, beginning with underground construction of manholes and electrical conduits. Sidewalks east of the eastern intersection of Durbin Creek Blvd. and Race Track Rd. may be temporarily diverted during the underground work. Above ground, JEA will install 1/2 mile of new overhead feeder lines running westward from the substation location. Trees along this corridor are being trimmed or removed. The Bartram Substation building and feeder lines will take some of the electric load off the existing Switzerland substation. The project phases are described in JEA's Project Information Notice (Adobe Reader required).
